Returns the selector for decision services.

The selector offers four terminals: defaultService(), named(name), byRole(role) and using(service). Inside a workflow operation each terminal returns a service bound to the operation, so its provider calls run under the operation's observation. A name, role or default that the platform's registry cannot resolve throws ServiceSelectionException. Selection does not fall back to an LLM. This default body selects from an empty registry, where only using(service) succeeds.
