The PropositionStatus a proposition carried at the moment it was quarantined, stored as its name.

A proposition can be quarantined from any status — active, promoted, already stale from ordinary decay — so without this key, releasing one could only guess where to put it back. With it, release is exact: DriftSweepCapable.releaseFromQuarantine reads the value, restores that status, and clears both keys.
