QUARANTINED

Held out of use by schema governance until a person looks.

A drift sweep puts a proposition here when a schema change stranded the entity types it mentions. It reads like STALE to anything filtering on ACTIVE, and the difference is who owns it: decay reaches STALE on its own and can lift a proposition back out on its own, while nothing automatic touches a quarantined proposition. Lifecycle policies leave it alone — no decay transition, no revival, no contradiction-resolution move — and the one way out is an explicit release, which restores the status the proposition carried before quarantine.
